دائرة شؤون اللاجئين بـ"م.ت.ف" تشارك في الاجتماع السنوي للأونروا..Department of Refugee Affairs "p.l.o" participate in the annual meeting of UNRWA
الفارعة -دائرة شؤون االلاجئين-تشارك دائرة شؤون اللاجئين بمنظمة التحرير الفلسطينية على رأس وفد في الاجتماع السنوي للدول المانحة والمستضيفة الذي سيعقد في المملكة الأردنية الهاشمية بمشاركة ممثلي 35 دولة مانحة ومضيفة وهيئات ومنظمات دولية.
وقال د. زكريا الأغا عضو اللجنة التنفيذية لمنظمة التحرير الفلسطينية رئيس دائرة شؤون اللاجئين رئيس الوفد الفلسطيني إن الاجتماع سيعقد بتاريخ 18/11/2009 ويستمر لمدة يومين سيبحث فيهما عدداً من القضايا الهامة المتعلقة بطبيعة عمل وكالة الغوث والأنشطة والبرامج التي تقدمها للاجئين الفلسطينيين في مناطق عملياتها الخمسة والتحديات لتي تواجهها كما سيتم بحث الأوضاع المالية للوكالة وخطط التعامل مع صعوبات العجز المالي المتراكم.
وكشف د. الأغا أن اجتماع الدول المانحة والمضيفة سيركز هذا العام على الشراكة في العمل بين الأطراف المعنية الدول المانحة والمضيفة والأونروا من خلال تواصل الوكالة مع المجتمعات الصديقة الملتزمة باعتبار ذلك مفتاح مهم لبرنامج تطوير المصادر.
وقال أن الاجتماع سيشرك الحضور في حوار الشراكة من خلال تشكيل مجموعات صغيرة لمناقشة التنمية البشرية من خلال الأهداف الأربعة التي سيطرحها الاجتماع والتي سترشد الوكالة في استراتيجيتها للفترة ما بين عام 2010 – 2015 فيما يتعلق بهذا الجانب¡ مشيراً إلى أن الأهداف الأربعة للتنمية البشرية تتمثل في حياة صحية ومديدة¡ المهارات والمعرفة¡ مستوى معيشة مناسب¡ الاستفادة من حقوق الإنسان بأقصى درجة ممكنة.
وأوضح د. الأغا أن دائرة شؤون اللاجئين ستشارك عبر وفدها ايضاً في اجتماع اللجنة الاستشارية للأونروا الذي يسبق اجتماع الدول المانحة والمضيفة بيوم واحد بتاريخ 17/11/2009.
وأضاف د. الأغا أن اللجنة الاستشارية ستقف أمام المستجدات حول أنشطة الأونروا بالذكرى الستين لتأسيسها إلى جانب الجلسة الوزارية عالية المستوى في نيويورك ومداولات الجمعية العمومية للأمم المتحدة.
وقال أنه سيكون هناك عرض تقديمي ستقدمه الأونروا حول التقدم الذي تم إحرازه على صعيد تقديم النصح والمساعدة للمفوض العام وكذلك المستجدات حول الوضع المالي وحشد الموارد وكذلك حول تقدم عملية التطوير التنظيمي واستدامة التغير في الوكالة.
وأشار د. الأغا إلى أن الوفد الفلسطيني سيؤكد في اجتماعات اللجنة الاستشارية والدول المانحة على ضرورة استمرار وكالة الغوث في تأدية مهامها وتقديم خدماتها للاجئين الفلسطينيين دون تقليص ودون فرض لأي رسوم عليهم حتى عودتهم لديارهم التي شردوا منها عام 48.
وبين ان الاغا أنهم سيطالبون من خلال الاجتماعات والمداولات بزيادة التبرعات لميزانية الأونروا وتوسيع قاعدة المتبرعين ودعوة المانحين الوفاء بالتزاماتها المالية والوفاء بتعهداتها المالية تجاه الأونروا لسد العجز المالي التي تعاني منه الأونروا للعام الحالي البالغ نحو 20 مليون دولار من إجمالي موازنتها الاعتيادية¡ وتحسين الخدمات من قبل الأونروا للاجئين الفلسطينيين ومخيماتها.
Participate Department of Refugee Affairs of the PLO at the head of delegation at the annual meeting of donor countries and host, to be held in the Hashemite Kingdom of Jordan with the participation of representatives of 35 donor and host bodies and international organizations.
Dr. Zakaria Agha, member of the Executive Committee of the Palestine Liberation Organization Chairman of the Department for Refugees head the Palestinian delegation to the meeting held on 18.11.2009 and will last for two days which will discuss a number of important issues concerning the nature of the work of UNRWA and the activities and programs provided to Palestine refugees in the five areas of operation and one that challenges faces will also consider the financial situation of the Agency and plans to deal with the difficulties of the fiscal deficit accumulated.
He also disclosed. Agha that the meeting of donor countries and the host of this year will focus on partnership in action between the parties concerned donor countries and host countries, UNRWA through the Agency will continue with the friendly societies are committed as a key to an important development program sources.
He said the meeting will involve the audience in a dialogue partnership through the formation of small groups to discuss human development through the four goals that will put the meeting, which will guide the Agency in its strategy for the period between 2010 - 2015 with regard to this aspect, pointing out that the four goals of human development is the life health and a long, skills and knowledge, adequate standard of living, benefit from human rights to the degree possible.
And he added. Agha Department of Refugee Affairs to participate through the delegation was also at the meeting of UNRWA's Advisory Commission before the meeting of donor countries and host one day on 17/11/2009.
He added. Al-Agha, the Advisory Committee will stand in front of the updates on the activities of UNRWA sixtieth anniversary of its founding as well as high-level ministerial meeting in New York and the deliberations of the General Assembly of the United Nations.
He said that there will be a presentation would be provided by UNRWA on the progress that has been made in terms of providing advice and assistance to the Commissioner-General, as well as updates on the situation and the mobilization of financial resources as well as on the progress of the process of organizational development and sustainability of the change in the agency.
And he added. Aga to confirm that the Palestinian delegation in the meetings of the Advisory Committee and the donor countries to the need for continued relief agency in the performance of its functions and deliver services to refugees, without reducing and without imposing any fees on them until they return to their homes which they were displaced in 48.
